Every case we verify requires accessing PACER documents behind a $0.10/page paywall. There are 37.9 million bankruptcy cases in the federal system, with more added daily. 1328f.org is live with 9 empirical reports covering BAPCPA, Chapter 13 dismissal rates, bankruptcy mill detection, attorney performance methodology, Section 109(g), Section 727(a)(8), Section 1328(f) screening, prior-filer discharge rates, and a PACER consumer guide. All content available in English and Spanish. Research library with 12 academic citations. Donations accepted via Ko-fi.

Empirical Data Submitted to AO Rules Committee

Submission to the Administrative Office of the U.S. Courts in support of Suggestion 25-BK-N, the Connelly/Kahn proposed amendment to Federal Rule of Bankruptcy Procedure 4004. The submission includes empirical data from 4.9 million cases across 94 districts, an open-source screening tool, and a public GitHub repository. The AO Rules Committee Counsel requested the submission be forwarded for posting as a related suggestion on uscourts.gov.

Section 1328(f) Full De-Staling Complete

Completed de-staling of all flagged cases across 94 federal bankruptcy districts. Final verified count: 264 unique cases where debtors received Chapter 13 discharges despite falling within the Section 1328(f) statutory bar window. Filing-date-to-filing-date methodology per In re Blendheim. Attorney breakdown: 6 attorneys account for 73% of violations. Full results published in the methodology report.

Interactive map of all 94 federal bankruptcy districts now live at 1328f.com. Includes screening status, violation counts, prior-filer rates, and sortable district table. Data derived from FJC Integrated Database (Ch.13 cases FY2008-2024).
